Cook pasta according to package instructions. Drain and set aside.

Add oil to a skillet over medium heat. Add bell pepper and cook, stirring occasionally, until softened, about 4 minutes.

Add beef, spices, and some salt and pepper to the skillet. Cook, breaking up meat, until browned, about 6 minutes.

Stir in tomatoes and water. Bring to a simmer and cook until thickened, about 4 minutes.

Reduce heat to low and gently stir in the pasta. Drizzle hot sauce on top and serve.
